Padu Sedia Sdn Bhd ("PSSB") is committed to conducting its business ethically, transparently and in compliance with applicable anti-bribery and anti-corruption laws.
We adopt a zero-tolerance approach to bribery and corruption. Employees, contractors, suppliers, OEMs, consultants, service providers, business partners and members of the public are encouraged to report suspected bribery, corruption or related misconduct involving PSSB or any person acting on our behalf.
You do not need to have complete proof before making a report. However, your concern should be raised honestly and based on reasonable grounds.
What should be reported?
You may report actual, suspected, attempted or planned misconduct involving:
- Offering, giving, requesting or receiving a bribe, kickback, illicit payment or other improper gratification;
- Facilitation payments or payments intended to influence a decision improperly;
- Gifts, entertainment, hospitality, travel, donations or sponsorships intended to secure an improper advantage;
- Undisclosed conflicts of interest;
- Collusion or manipulation of procurement processes;
- False claims, invoices, expenses, payment records, inspection records or testing documents;
- Improper payments made through agents, subcontractors, suppliers, consultants or other intermediaries;
- Concealment, destruction or falsification of evidence relating to suspected misconduct;
- Retaliation, intimidation or threats against a person who has raised or intends to raise a concern; or
- Any other suspected breach of PSSB's Anti-Bribery Policy or ABMS procedures.
General customer enquiries and service complaints should be submitted through the appropriate customer service or Human Resources channel unless they also involve bribery, corruption or related misconduct.
Who can make a report?
A report may be made by anyone, including:
- Current or former employees;
- Contractors and subcontractors;
- Suppliers, OEMs and service providers;
- Consultants and technical partners; and
- Customers and other business associates.
How to make a report
1. Download the reporting form

The reporter is required to complete Sections A and B only. Sections C, D and E are reserved for PSSB's Investigation Officer, Anti-Bribery Function and Top Management.
2. Complete Section A — reporter details
Please provide the following information:
- Date and time of the report;
- Your name, if you wish to identify yourself;
- Your contact information, if you wish to be contacted; and
- Your preferred method of follow-up, such as email or telephone.
Your name and contact information are optional. If you wish to remain anonymous, leave these fields blank. Please note that PSSB may be unable to request clarification or provide an update if no contact information is provided.
3. Complete Section B — incident details
Area of concern. Select the category or categories that best describe your concern in the form.
Incident information. Where known, provide:
- Date and time of the incident;
- Location of the incident;
- Names and positions of the persons involved; and
- Names of any witnesses.
If the exact date, time or other information is unknown, provide an approximate period or state "Not known." You should not delay submitting a genuine concern merely because some information is unavailable.
Description of the incident. Describe clearly what happened, how you became aware of it, and any relevant facts or supporting information. Provide as much factual detail as you reasonably can.
Supporting evidence. Indicate and provide copies of any available supporting evidence, including:
- Emails, letters or correspondence;
- Financial documents or invoices;
- Contracts or agreements;
- Witness statements;
- Photographs, audio or video recordings;
- Physical evidence, such as materials or goods; or
- Other relevant evidence.
Do not send physical items by post unless requested. Describe the item in the form, and PSSB's Anti-Bribery Function will advise how it should be secured or collected. A report may still be submitted even if no supporting evidence is currently available.
4. Submit the completed form
Submit the completed ABMS-F013 form and any supporting documents through one of the following channels:
For postal submissions, place the completed form in a sealed envelope marked PRIVATE & CONFIDENTIAL — WHISTLEBLOWING REPORT. Please retain a copy of the completed form and any submission reference for your records.
Confidentiality
Reports will be handled sensitively and access will be restricted to authorised persons on a need-to-know basis.
PSSB will take reasonable steps to protect the identity of the reporting person and the information provided. However, information may need to be disclosed where necessary to conduct a fair investigation, obtain professional advice, comply with legal obligations or refer the matter to an enforcement authority.
Absolute confidentiality cannot be guaranteed where disclosure is required by law or is necessary for the proper investigation of the matter.
Protection against retaliation
PSSB prohibits retaliation, intimidation, harassment or other adverse action against any person who raises a concern honestly and on reasonable grounds.
This protection applies even if an investigation does not substantiate the concern. Anyone who believes that they have experienced retaliation should report it immediately through the same whistleblowing channel.
Knowingly making a false or malicious report, fabricating evidence or deliberately providing misleading information may result in appropriate action. This does not apply to an honest report that is subsequently found to be mistaken or unsubstantiated.
External reporting and statutory protection
Submitting this form is an internal report to PSSB. It does not automatically confer statutory whistleblower protection under Malaysian law.
A person may also report suspected corruption directly to the Malaysian Anti-Corruption Commission ("MACC") or another appropriate enforcement agency. You do not need to make an internal report to PSSB before reporting a matter to an enforcement agency.
If there is an immediate threat to personal safety or a serious emergency, contact the police or the appropriate emergency service without delay.
Privacy notice for whistleblowing reports
PSSB may collect and process information submitted through this reporting channel, including the reporter's contact details, information concerning persons named in the report, allegations, supporting evidence and relevant technical information.
The information will be used to:
- Receive, assess and investigate the report;
- Communicate with the reporting person where possible;
- Prevent, detect and respond to bribery or misconduct;
- Administer and improve PSSB's Anti-Bribery Management System;
- Protect persons from retaliation; and
- Comply with legal, regulatory and reporting obligations.
Information may be disclosed on a need-to-know basis to authorised members of the Anti-Bribery Function, PSSB's Top Management or Governing Body, appointed investigators, professional advisers, service providers subject to appropriate confidentiality and security obligations, and relevant regulatory or enforcement authorities.
Information will be protected using appropriate organisational and technical safeguards and retained only for as long as reasonably required for the investigation, related proceedings, legal obligations and legitimate record-keeping purposes.
Providing your identity and contact details is voluntary unless indicated otherwise. Fields marked as mandatory are required to assess the report. If sufficient information is not provided, PSSB may not be able to investigate or respond to the concern.
